The Welsh Government has published its Built Environment Mission Statement, outlining a comprehensive strategy to modernize Wales’ construction industry and reinforce its role as a driver of economic growth and social value.
The statement positions construction as fundamental to delivering critical infrastructure, housing, and public services. Accompanying it is a Digital Action Plan for Construction, developed with Constructing Excellence in Wales (CEW), targeting enhanced productivity, optimized project delivery, and workforce development.
The government continues advancing Project Bank Accounts (PBAs) across public sector supply chains to ensure timely and equitable payments. The initiative strengthens SME participation by improving cash flow, mitigating financial risk, and promoting responsible employment standards.
In response to sector demand, CEW is establishing a forward pipeline of public sector construction contracts, providing businesses with advance notice of opportunities for more effective planning and early engagement.
The Social Partnership and Public Procurement (Wales) Act 2023 introduces statutory requirements for contracting authorities to integrate social responsibility into procurement decisions, mandating consideration of economic, social, environmental, and cultural well-being objectives while requiring consultation with trade unions on strategic matters.
Officials will work alongside CEW to engage public and private sector partners in implementing these priorities across Wales’ construction industry.
